Former Finance Minister and lawmaker Mahesh Acharya has criticised the recently unveiled budget, questioning its capacity to propel economic development saying that increasing its size would not be enough in this regard without increasing the gross growth rate of the economy and the capacity of budget implementation. Taking part in a discussion on the annual estimates of revenue and expenditure for the fiscal year 2073\74 in the Legislature-Parliament today, he said that the size of budget gets increased at a time when there is a decrease in the capital expenditure. There are a lot of challenges to the implementation of the ‘big-sized budget’ that was brought in expectation of generating more revenue and bringing in foreign assistances at a time when there are slim chances of investment and economic growth. However, some lawmakers of the ruling CPN-UML like Rabindra Adhikari praised the budget terming it a ‘model budget’ in Nepal’s history as it has prioritised agriculture, employment, development, production and social security. Saying that the budget will be a milestone in the development of infrastructure, road networks and electricity, he expressed belief that it will play a crucial role in raising country’s economy. Similarly, UCPN (Maoist) lawmaker Surendra Karki also supported the budget. Stating that how the budget presented by the government keeping poor and rich people in same category could be socialism –oriented, he said that the state pay attention towards investment and its result by determining priority areas. Lawmaker of the Rastriya Prajatantra Party-Nepal, Sushil Shrestha, supported the budget with reservation, saying there are many weaknesses in the budget as it was presented without holding enough discussion among the ruling parties. He expressed sadness over allocation of budget for memorial foundations in the name of 22 leaders without any study. Similarly, Geeta Chhetri of Madhesi Janadhikar Forum (Democratic) said that although the budget, brought against international norms and values, has laid emphasis on development of agriculture sector and production, support and solidarity of all was necessary in its implementation. However, Anandi Panta of Rastriya Prajatantra Party argued that the budget brought along with popular programmes was good in course of implementing the federalism and taking the country towards the path of prosperity.
